Canadian prime minister Jean Chretien announced a plan to mollify Quebec's separatists through federal legislation, rather than constitutional reforms. Bloc Quebecois leader Lucien Bouchard denounced Chretien's decentralization plan, which would grant Quebec and three other regions a constitutional veto.
