Royal Canadian Mounted Police has charged that top executives of Montreal, Que.-based Cinar Corp. were involved in an illegal payment scheme. Cinar, which is a television program production company, allegedly subcontracted American writers while using a Canadian employee as a front to obtain tax incentives.
