Many of President Bill Clinton's critics indicated that the reason Clinton ordered the firing of missile against alleged terrorist sites in Afghanistan and Sudan was to divert attention from his legal problems. While the public has stayed calm, many suspect Independent Counsel Kenneth W. Starr's report may end Clinton's presidency. Many also did not believe his speech to the nation after his testimony, giving his critics more reason to judge his character.

Investigation of President Bill Clinton's involvement with former White House intern Monica Lewinsky has created a climate of fear and recrimination in Washington, D.C. A poll conducted by Newsweek in Sep 1998 shows 46% say Clinton should consider resigning. Clinton was elected partly by his ability to use mass media, but the focus on improper behavior has stressed many lawmakers.
