F.C.C. Chief Will Enforce Phone Curbs

Federal Communications Commission Chairman Michael K. Powell announded that beginning October 1, the F.C.C. will enforce do-not-call rules against telemarketers who have received the llist from the Federal Trade Commission. Telemarketers who call any of the 50 million Americans who have signed up for the list can be fined up to $11,000 for each violation. Although George W. Bush and Congress have clarified the trade commission's authority on the do-not-call registry, legal and jurisdictional questions remain, insofar as a federal judge has ruled that the commission's rules violate the free speech rights of telemarketers, and has denied a request to stay the judgement, spurring the agency to file an appeal.
