Manhattan-based financier Wilbur Ross, who leads an industry-union coalition against trade-liberalization agreements, operates as a vulture investor targeting weak companies, buying their debt and picking their assets. The United Steelworkers of America invited Mr. Ross to address their anti-free-trade rallies and the businessman mentioned that it was the first time a management executive had appeared at such a gathering.
