Washington used to have most of the chips in six-party talks over Pyongyang's nuclear program however Beijing is the key player now. The North Korean nuclear agreement was evidence of a perceptible shift in power balances, both in Asia and around the world, as for the first time, America hewed to the Chinese line, and the Bush administration weakened by Iraq, hurricane damage and falling poll numbers was willing to compromise.

Muhammad Mohsen Zubaidi, a former Iraqi exile who slipped back into Baghdad, Iraq, even as regime was collapsing, began acting like the power broker in Baghdad after the liberation. Zubaidi, who was a secret agent, and ran networks of informants and saboteurs inside Iraq to bring down the Saddam regime, is aiming to run Baghdad.
