Article Abstract:
Stephen Scarlett, an Australian children's court magistrate, finds it increasingly difficult to offer leniency to juveniles who commit crimes when public opinion demands severity. He questions whether young children can intentionally commit crime according to adult standards. In attempting to reform the juvenile justice system, Scarlett has recommended children age 12 and over be held criminally responsible for their actions and has lobbied for properly trained children's magistrates in rural areas.

Young adults who stay at the Sydney City Mission's Triple Care Farm at Robertson in New South Wales are multiple offenders. Many have been physically or sexually abused and stay at homeless shelters to prepare for the challenges of living in society. They acquire carpentry, woodworking, and landscaping skills.

An increasingly stressful world is causing people to be more abusive toward each other. The line between work and home are becoming blurred, causing stress. Overcrowding, traffic jams, technology that isolates people, and a quickened pace of life all contribute to the increased stress level.
