Article Abstract:
The people of East Timor deserve outside help to restore their lives according to the state observers, as helpless women and children, who cannot rely on their nearby neighbors, or even their own security forces, to protect them are caught between the selfish politicians and the gangs of roaming vandals. However, whoever gains control of this new nation would have to negotiate a path through a fragile and inflammable political landscape.

Two weeks after the tsunami hit Aceh in north-western Indonesia on December 26, 2004, there was no United Nations presence in the area in the form of staff or relief supplies. The implications of the UNEs delay in humanitarian intervention as compared with the swift response of individual countries are discussed.
