Investigators in Europe and the United States are trying to unravel the mysteries of the Iraqi Oil-for-Food scandal, and examining closely the dealings of numerous companies and individuals outside Iraq. However, to bring a case in the United States, prosecutors need proof that an American knowingly made illegal payments to SaddamEs regime.
