Net providers want cable access
Article Abstract:
Internet service providers are lobbying state lawmakers to require cable companies to provide the Internet firms with high-speed cable lines instead of slower telephone lines. On the other hand, cable companies are warning that open access regulations would limit the expansion and improvement of their services. Since 1998, legal battles have been brought in cities, counties and federal courts. However, with the refusal of the FCC to intervene, state courts have become the new battlegrounds.

States bracing for leaner times
Article Abstract:
States are preparing for hard times after a decade of record spending increases and tax cuts in the 1990s. Most states are entering the 21st century with revenues lagging behind annual spending estimates, despite reporting record budget surpluses during the 1990s. State governors confront the task of balancing the public's desire for more spending and lower taxes with the need to save money for a future recession. New Hampshire, Tennessee, Alaska and Wyoming are already confronting a fiscal crisis.
