Tax reform: will Congress tackle major changes in 1997?
Article Abstract:
Steve Forbes' presidential campaign brought tax reform to the forefront of the political agenda for both Democrats and Republicans, with much of the debate focused on a flat tax system. The need to reform the current, complex system is widely recognized but critics of flat tax say the system will benefit the wealthy at the expense of the middle and lower class despite efforts to exempt low-income persons. Other options include a value-added tax or national sales tax but these also have opponents. Some support moving the current system closer to a flat tax through closing loopholes.

Should the U.S. replace the income tax system with a national sales tax?
Article Abstract:
Some believe a national sales tax should be implemented to replace the current tax system because it would eliminate the IRS and encourage savings and investment. However, opponents contend that the sales tax could become too complex for businesses because taxes for states and the federal taxes would exempt different items and have different rates. Additionally, the existing sales tax collection system would be overburdened by a federal tax especially in states without sales tax. Concerns about a flat tax include the possibility of adding future complexities.
