The McKinney Act
Article Abstract:
The trend toward treating homelessness as a holistic social problem gave rise to the enactment of the Stewart B. McKinney Homeless Assistance Act in Jul 1987. The law required initial funding in the amount of $490.2 million and incorporated around 20 programs. Aside from providing emergency shelter and food, the law called for the provision of housing, health care, education and employment assistance to concerned individuals.

Miami's crackdown
Article Abstract:
Homeless individuals have become the object of punitive action in some places particularly in Miami, FL. The American Civil Liberties Union has sued the city for arresting homeless persons to please merchants and tourists. The city, along with Las Vegas, NV, treats the problem as a nuisance. Miami has 6,000 homeless persons and their treatment has been described as discriminatory and illegal.

Affordable housing: out of reach for many
Article Abstract:
The 1970s witnessed the emergence of new construction funded by the government that resulted in an average of 197,000 buildings for rent in a year. The 1980s saw the number of rental units plunge by 53%. In the 1990s, low-income housing construction materials have dwindled and their costs have sharply risen. The number of government-financed housing programs have likewise decreased.
