Pre Clinton plans to sign a welfare bill that will reduce welfare spending by $75 billion by 2002. Able-bodied adults on welfare will be required to work after two years, and families will have a lifetime benefit limit of five years. The plan will also provide child care for single mothers.

Since Bill Clinton's health care reform plan collapsed, the number of people in the US without health care insurance had increased from 37 million to 40 million. In addition, health care in the US is changing radically as private businesses compete for the health care dollar.

Pres Clinton plans to introduce his health-care reform plan in Congress in Sep 1993. Congress will probably debate the bill for several months because many Republican legislators oppose portions of the plan. If the plan passes, it will be phased in over several years.
