Paul Samuelson says that the stock market has predicted seven of the last three recessions, so it is impossible to tell if the market can accurately predict economic recovery. Only the U.S. economy can stop or reverse the global economic slowdown, but it is unclear where the US economy is headed. For example, although car sales rose in October 2001, thanks to incentive programs, the carmakers continued to cut output and capacity utilization is now just 74.8%.
