President Bill Clinton was impeached by the House on Dec 19, 1998, as the air strikes on Iraq continued. In addition, rumors alleging that Speaker-Elect Bob Levingston had had multiple extramarital affairs caused him to resign his position. As Clinton pondered about how he will be remembered, Americans were busy shopping for Christmas and thinking that Washington itself had gone mad.
