A tale of two cities
Article Abstract:
The Euro-Mediterranean Partnership Initiative, also known as the 'Barcelona process,' is a far-reaching policy agreement between the European Union and most of its Mediterranean neighbors that promotes international economic, social and security integration. Experts hope it will be more successful than the 'Madrid process' encouraging Arab-Israeli peace negotiations has been. The Barcelona plan, signed by 27 nations, fosters economic development of the southern Mediterranean through private investment, while encouraging the growth of democracy, religious and cultural toleration, and human rights protection.
