Theories of local government reorganization: an empirical evaluation
Article Abstract:
The patterns of reorganization of Europe's local governments can be defined in terms of a welfare state perspective, functional revolution perspective and political perspective. These theories were validated in the context of the Belgian experience with reorganization. The study concludes that none of the three theories could sufficiently explain the reorganization which took place in Belgium, indicating that regionalization was a political rather than functional phenomenom.

France has introduced civil service reform which has enabled the government to continue to introduce innovation and to increase productivity. As a result, the French civil service is more adaptable than some critics might avow. A hierarchical system was replaced by a participatory system.
