Active on the ground: the Middle East Programme
Article Abstract:
The significance of Europe's relationship with the Middle Eastern region is growing. The Middle East provides Europe with energy resources, while Europe is the chief marketplace for Middle Eastern exports. Europe's political role in the region is currently less than its economic one. Europe's economic impact in the Middle East, however, will increasingly enhance its political influence. The Royal Institute of International Affairs' Middle East Programme will investigate these and other topics through its research projects in Arab-Israeli, European-North African, and Persian Gulf affairs.

Lessons for next time
Article Abstract:
Arab leaders in the Middle East were not impressed with Bill Clinton's justifications for the planned bombing of Iraq. Gulf leaders in private could support an attack on innocent citizens only if the government of Saddam Hussein were toppled. Another confrontation with Iraq on weapon inspections is expected. The United States can bolster its position in the Middle East by contributing to a successful Arab-Israeli peace process, a difficult task under incumbent President Clinton.
