An ACA briefing on indefinite NPT extension and on the Moscow summit
Article Abstract:
Panelists averred that the indefinite extension of the Non-Proliferation Treaty (NPT) on May 11, 1995 was a big achievement for the United States and the global security. The most noteworthy feature of the 1995 NPT conference was the consensus that the members could reach. In the May 9-10 summit between President Bill Clinton and Russian President Boris Yeltsin, it was decided that Russia has to agree with the Conventional Armed Forces Treaty in Europe, though the United States is in sympathy with the modification drive.

The Bush-Yeltsin summit: bringing reality to the nuclear balance

The Arms Control Assn (ACA) held a press conference to discuss the results of the recent summit held between Pres Bush and Russian Pres Boris Yeltsin. ACA Pres Spurgeon M. Keeny Jr. hailed the summit as a significant step in arms control. ACA Deputy Director Jack Mendelsohn stated that the agreement was significant in terms of arms control and US-Russian strategic relations. Foreign policy specialist John D. Steinbruner and defense analyst Rose Gottemoeller both expressed similar views.

The signing of the second Strategic Arms Reduction Treaty is a welcome development in terms of arms control. Spurgeon M.Keeny views the agreement as a fundamental change from the confrontational policies of the cold war. Arms Control Assn Pres Jack Mendelsohn likewise hailed the move, saying that the stipulated reductions in the nuclear arsenals of both the US and Russia were developments that were unthinkable only a few years ago. The views of other arms control experts were presented.
