Ballistic missile defense: is the U.S. 'rushing to failure'?
Article Abstract:
The US's ballistic missile defense has performed less than expected despite an enormous funding for the creation of sophisticated systems which make up its various programs. Test results of programs under the theater and national missile defense interceptor programs have shown modest success. In addition, political pressure to immediately deploy new systems have forced managers to limit testing, thus risking the achievement of the systems' intended capabilities.

How a limited national missile defense would impact the ABM treaty
Article Abstract:
Deployment of a limited national missile defense (NMD) system would violate the 1972 Anti-Ballistic Missile (ABM) Treaty. The Clinton administration is therefore seeking to negotiate treaty changes with Russia to allow its NMD deployment. The aim is to reach agreement prior to the scheduled July 2000 deployment decision.
