Steps for holding managed care plans accountable to health care consumers are given by an advocate of government as the major purchaser of health care. These include information reporting and disclosure, minimum quality standards, access to essential care, and attention to the possibility of anticompetitive behavior in view of the increased degree of market concentration in the managed care industry.

Strengthening state government through managed care oversight
Article Abstract:
Issues are discussed regarding the managed care backlash as evidence for the public of state government's capacity for effective intervention in the health care markets. Managed care may, in addition to effecting a transition from fee-for-service medicine to more cost-effective forms of organizations, have given state government new supporters and also new responsiblities in regulation.

Choice, trust, and two models of quality

Issues regarding the limitation of patient choice of provider as being the key reason for the managed care backlash and the decreased public trust in the health care system are discussed. Distrust of the new role of the health plan is really the reason for the public distrust of managed care.
