Lessons from a Fast-Paced Public Project: Perspectives on Doing Better the Next Time Around
Article Abstract:
The Metropolitan Atlanta Rapid Transit Authority (MARTA) successfully met the challenges of time and cost constraints in its developmental period. However, it offers lessons for further improvement that public agencies could find useful. Ten retrospective suggestions are presented. MARTA executives were interviewed and their responses are summarized in the suggestions. The authors of the article include a past MARTA's general manager and one of the consultants involved in the growth period. Some of the suggestions included moderating the personal and organizational peaks and valleys, anticipating the backlashes to pushes coping by intuition. Most of the suggestions have to do with reducing the costs to humans involved in fast-paced projects.

Article Abstract:
The operation of federal public administration is assessed. The notions of public and government's links to the public are assessed. The purpose and functions of the Domestic Policy Association are examined. It will address three basic issues in forty-five different areas. In the United States Civic literacy has not been easy to promote. A revolution in education is needed so that the relation of the civic enterprise to education is clarified. The form of public learning models which are used must be carefully analyzed. The public sphere must be made more accessible to government.
