Citizenship and Professionalism in Public Administration
Article Abstract:
The legitimization source of public administration in a democracy will be found in the role of a citizen. A public administration in a democracy will be found in the role of a citizen. A public administrator is essentially a fiduciary working for the citizenry. The ethical constructs for administrators may be derived accordingly; they include the promotion of horizontal relationships with the regular citizenry and establishing power with, rather than power over, that group. Definitional boundaries of citizenship and citizen are featured. A table shows the results of linking four poles of two dimensions of citizenship. Various academic approaches to the issue are reviewed. Professionalism values on public administration are enclusive of technical proficiency, rational problem solving, and special knowledge. The idea of the citizenry as consumers of the services of public administration is contra-indicated. Response follows the article.

The Great Paradox of Democratic Citizenship and Public Personnel Administration
Article Abstract:
The potential conflicts of democracy and professional public service have been noted since the nineteeth century. Ultimately, it may be that public opinion oversees both the direction of public policy and government actions. The paradox of these aspects is explained, and the effect of democratic civism in public service reform is featured. The actuality of democratic decisions and public affairs matters is that the United States has probably abandoned some democratic precepts in civic involvement in public affairs. Woodrow Wilson's conception of the problem of democratic public service or civic capital is considered. The role of administrative workers in creating civic capital is explained. A table of public service reforms is featured. Response and discussion follow the article.

Municipal Administration and the Sports Franchise Relocation Issue
Article Abstract:
Sports franchises can be expensive or beneficial to a city. The conflict over relocation rights is a major current issue between sports managers and city managers. The author reviews the history of franchise relocations from 1950-1982. City officials have attempted to protect themselves by seeking legislation that would restrict relocation. Legislative options are identified from most to least restrictive and the history and results of various legislative attempts are discussed. Examples of relocation efforts are cited (Oakland Raiders, Baltimore Colts). Managerial strategies available to municipal officials such as leases and profitable investment partnerships can help secure sports franchises.
