Clinton, Yeltsin advance arms control agenda at first summit

The April 3rd and 4th Vancouver summit of Pres Bill Clinton and Pres Boris Yeltsin addressed arms control issues which included early discussions on a multilateral nuclear test ban, strengthening and ratifying the Nuclear Non-Proliferation Treaty (NPT), and drawing plans on the 1990 agreement to slash chemical weapons stockpiles. The parallel Safety Security and Dismantlement (SSD) talks by US administration officials in Russia gave importance to US assistance in constructing a long-term storage facility.

Ukraine to join START and NPT; all tactical nukes removed

Ukraine has agreed to adhere to the Strategic Arms Reduction Treaty and the nuclear Nonproliferation Treaty while announcing the removal of all tactical nuclear weaponry from its territory. Ukranian Pres Leonid Kravchuk made these important announcements after a meeting with Pres George Bush in the White House. However, Kravchuk expressed his country's concern that this significant weakening of Ukranian military capability would leave it open to agression from its neighbors.

U.S. seeks to avert ex-Soviet nuclear-expert 'brain drain.'
Article Abstract:
The US is concerned that an exodus of unemployed nuclear engineers and scientists from the former USSR would aggravate the dangers of proliferation. With the breakup of the region's centralized nuclear complex, US officials are worried that Soviet nuclear weapons experts may be forced to market their services in the foreign black market. Several newspapers have reported that fissionable materials from the former USSR have found their way to other countries.
