Commonwealth agrees on unified nuclear command
Article Abstract:
The presidents of republics comprising the Commonwealth of Independent States (CIS) consented to a unified command over the region's nuclear arsenal in a Dec 30, 1991 meeting held in Minsk, Belarus. Similarly, the CIS republics agreed to comply with all arms control obligations entered into by the former USSR. It was also agreed that any decision to employ nuclear weapons can only be made by the presidents of Russia, Belarus, Kazakhstan and Ukraine after conferring with leaders of the other republics.

Minsk summit: CIS military disputes continue
Article Abstract:
Most of the members of the Commonwealth of Independent States, a political grouping comprising the post-Soviet republics, agreed on pooling their military forces under one central authority in a meeting at Minsk, Belarus. The agreeing member nations decided to support a single defense budget subject to the scrutiny and approval of each state. Only Ukraine, Azerbaijan and Moldova, among the eleven nations composing the union, wanted independent armed forces.

U.S.-Russian talks on nuclear issues find progress slow at Moscow round
Article Abstract:
Bilateral talks on nuclear issues between the US and Russia in Moscow yielded little progress, especially on the decision regarding the closure of three Russian nuclear reactors. Russia and the US could not agree on the terms for implementing the 1993 agreement that stipulates the US to buy 500 tons of highly enriched uranium extracted from demolished warheads from Russia.
