Regulatory controls as barriers to entry in government procurement
Article Abstract:
The ever-expanding body of regulatory requirements serves as barriers to entry and threatens to significantly reduce the number of organizations involved in the public procurement process. Compliance with rigid regulatory requirements tend to affect most government suppliers' flexibility, creativity and risktaking. Since most of these firms have commercial divisions, efforts to comply with public procurement regulations seriously undermine their prospects for success in the commercial market.

The unintended consequences of micromanagement: the case of procuring mission critical computer resources
Article Abstract:
The unintended consequences of government's micromanagement of the Mission Critical Computer Resources' software procurement process were studied. Aside from the substantial costs entailed in micromanagement, another unintended effect involves the interference with production processes, resulting in reduction of efficiency. In extreme cases, micromanagement makes production virtually impossible. Less management of the government procurement process is recommended.
