Ethnic minorities and the future of Burma
Article Abstract:
Ethnic strife and civil war has plagued Burma since 1989. This situation has had foreign policy repercussions by forcing many Burmese refugees to flee to other Southeast Asian countries and by exacerbating drug smuggling. Burma will not move forward economically until the political situation stabilizes with a settlement agreeable all of Burma's ethnic groups. The Karen are the largest minority group and the Shan, Kachin, Mon, Chin, Naga, Wa and Rohingya peoples are also significant in size. A Moslem minority dwells in Arakan state.

Dealing with the minorities - a Baltic perspective
Article Abstract:
Citizenship is very important for the treatment of minorities in many of the Baltic states. Ethnic Russians, Ukrainians and other people from the former Soviet Union have particular difficulties integrating. In Latvia and Estonia only citizens can claim special minority rights, while other residents will be treated as aliens. Political rights such as the ability to participate in elections and government will probably by denied them, and special work and residence permits may be required.

What about the Hungarian minorities?
Article Abstract:
Hungary started to lobby for greater rights for its large minorities in Romania, Serbia and Czechoslovakia after the fall of Communism, but the latter three countries have been resisting such moves and even trying to ignite nationalistic feelings among their majorities. The future will depend to a large degree on the development of the formerly state-run economies, although Western sanctions and pressure for civil rights for minorities might help.
