Cooperation in Europe's High North: the 'Barents' region
Article Abstract:
The Barents Euro-Arctic Council (BEAC) was established at a meeting in Kirkenes, Norway, on Jan 11, 1993. The Commission of the European Community and the Swedish, Russian, Norwegian, Finnish, Danish and Icelandic governments signed the declaration establishing this body. The BEAC's aims will be to develop cooperative schemes in such areas as the environment, economic development, science and technology and the welfare of native peoples. The extent of Russian cooperation remains to be seen.

The benefits of cooperation
Article Abstract:
The five different mechanisms of cooperative benefit, which represent various ways in which individuals can help one another to achieve each others' goals and objectives irrespective of what they are, are specified. The act of distinguishing the various mechanisms of cooperative benefit gives satisfactory articulation of the different forms of cooperation in a welfare state and helps the state in defending its normative foundations.
