Feeling threatened
Article Abstract:
Russia-NATO relations have been strained by the conflict in Kosovo and the Russian opinion that the West has marginalized and compromised their position. As former Soviet Union republic separatist movements arise, many Russians fear NATO will soon threaten Russian national sovereignty. If military operations continue, Russia will be forced to end its cooperation with NATO, possibly leading to nuclear escalation.

Willing the end but not the means
Article Abstract:
The use of military force against a sovereign state was never authorized by the UN Security Council yet it has been a feature in world crises. Twice in Iraq and in Kosovo Western governments and NATO authorized force when the UN Security Council. Western political leaders have done little to address the controversy.
