Culture, climate, and total quality management: measuring readiness for change
Article Abstract:
Total quality management (TQM) programs are being implemented in many government agencies with varying results. It was argued that most TQM program failures are due not to management failures but to a deep, pervasive organizational culture that engenders an operating climate which makes employees oppose change. Government executives who are planning to implement TQM should first measure their organization's readiness for change. If the organizational culture and climate refuse to accept change, a TQM program will fail regardless of management's commitment to its implementation.

Total quality management: lessons from business and government
Article Abstract:
The unsuccessful institution of total quality management (TQM) in a regional office of a large federal agency and in a large private environmental management firm were compared to find out the reasons for TQM failure. The results show that TQM implementation failed because of poor leadership, lack of commitment to genuine organizational change and failure to recognize the that the endpoint of TQM practices is the customer. Steps that should be taken to develop a TQM organization are presented.

Freeing the spirit of public service in all of us
Article Abstract:
Federal government agencies should use total quality management (TQM) to initiate fundamental changes in the way they operate to satisfy public expectations. Successful TQM initiatives in government agencies are described to show that TQM or any other initiative with quality as a goal is the solution to the ills in government agencies. The most common reasons for the failure of TQM programs are also discussed.
