Curbing Central America's militaries
Article Abstract:
The military has been a formidable obstacle to democratization in Central America, but the democratization of civil-military relations in Central America has made considerable progress even though it is still incomplete. It is suggested that Central American civilian leaders must allocate resources to build executive, legislative and judicial institutions competent to oversee the military on a permanent basis.

World religions and democracy: the ironies of Confucianism
Article Abstract:
The ironies of Confucianism are pointed out by Samuel P. Huntington's remarks that Confucian heritage, with its emphasis on authority, order, hierarchy, and supremacy of the collectivity over the individual, creates obstacles to democratization. However, there is evidence that a harmony between the currents of democratization and those of a renewed and freer Confucianism prevails in East Asia.
