De-federalizing American Indian commerce: toward a new political economy for Indian country
Article Abstract:
US laws giving the federal government jurisdiction over Native American commercial transactions and resource management unjustly prevent Native American governments from pursuing deals with outside businesses that foster economic development and independence. The federal government should vest its powers over Native affairs in tribal courts unless socioeconomic conditions prevent self-management. Deregulation will allow tribal governments to enter into and structure mutually beneficial business arrangements with non-Natives, as well as symbolize a new era of US-tribal government coexistence.

Finding a function for public health: disease theory or political philosophy?
Article Abstract:
Sylvia N. Tesh is right in finding a relationship between etiologic paradigms and preventive medicine and in finding that public health history does not include a theory of social causation of disease. It is possible to carry this argument further and to argue that one etiologic theory can result in various preventive strategies. Etiologic theories cannot be the sole determinants of public health planning. Other factors which should play a part include institutions, professionals and politics. Debate about the appropriate philosophy of health should be ongoing.

The American Bar Association: an appearance of propriety
Article Abstract:
The ABA must narrow its activities to those involving the regulation and improvement of the legal system and of practicing attorneys and judges. The organization loses its legitimacy and its ability to impact society's understanding of and attitudes towards the legal system if the ABA endorses political positions on non-legal issues such as abortion and homosexual rights. The ABA needs to effectively represent issues affecting its constituents so attorneys can fulfill their role as advocates and judges can fulfill their role as impartial decisionmakers.
