Defecting to snatch victory from defeat
Article Abstract:
North Korean leader Hwang Jang-yop's defection to South Korea reflects worsening conditions in the north. Hwang Jang-yop constructed the totalitarian ideology that supported the North Korean state. His defection signifies the failure of that ideology as well as an overriding desire to seek reunification. North Korea's success as a state depended upon its ability to legitimize itself with the entire Korean nation, a steadily progressing economy, an enlightened leadership and external allies. During the 1990s, the economy fell apart, founder Kim Il-sung died and the Soviet Union vanished.

Article Abstract:
The common belief is that because of the lack of a military force and the inability to make decisions that override national interests, the European Union is left without an effective foreign policy. The British Foreign Secretary, Robin Cook, as the President of the European Union (EU), is trying to achieve peace in Algeria to prevent thousands from being killed and establish a meaningful foreign policy for the EU.
