Estimating OSHA compliance costs
Article Abstract:
The economic cost for complying with the Occupational Safety and Health Act of 1970 is assessed. A basis for instituting a regulatory budget for the Occupational Safety and Health Administration (OSHA) is also given by applying cost figures from OSHA. Results indicate that past investigations have substantially undervalued the true economic cost of OSHA regulations. In particular, the total annual compliance expenses for 1993 was calculated to be about $33 billion. This is three times the highest estimated cost in previous studies.

Regulatory budgeting
Article Abstract:
An examination of the process of budgeting for the operation of regulatory agencies revealed that regulatory budgeting is best considered as an extension of fiscal budgeting. Even though the fiscal budget has its deficiencies, it serves as a check on the activities of the executive and legislative branches of government. A regulatory budget, when viewed as part of a bigger regulatory reform package, would be able to curtail abuses of government regulation.

Implementing a regulatory budget: estimating the mandated private expenditure of the Clean Air Act and Safe Drinking Water Act amendments
Article Abstract:
The possibility of executing a regulatory budget based on cost estimates of amendments to the Clean Air Act and the Safe Drinking Water Act was investigated. The methodology of computing the mandated private expenditures (MPEs) caused by new regulations was employed. The primary benefits of the MPE technique are that it considers the economic principle of opportunity cost and that the calculation of compliance expenses is quite easy.
