The administrative theory in the state
Article Abstract:
The administrative theory in public administration delineates the role, functions and structure of the highest officials in government. This high command in the public service, composed of the prime minister, ministers and directors, is in charge of administrative functions in government. The prime minister is involved in the planning, organization, coordination and control of these functions. The ministers and directors must possess the administrative ability, stability, professional competence and knowledge of all essential duties to carry out their functions.

The principles of organization
Article Abstract:
Public administration involves several organizational principles. The first principle, coordination, reflects concerted human effort to achieve a common purpose. Coordination, in turn, can be attained through the principle of leadership. Leadership involves the delegation of duties to subordinates and extends from the top to the bottom of an organization. But while delegation ensures the coordination of functions, it is not a transfer of authority. Enterprise leaders retain full responsibility and authority even as they delegate some aspects of administration.

Relationship in organization
Article Abstract:
The relationship between supervisors and their subordinates in an organization sometimes causes delay and confusion within the sphere of public administration. Supervisors tend to measure the weight of their responsibility by the number of subordinates assigned to them. However, allowing superiors to have direct control of too many subordinates results in wastes in the organization. Direct single relationships breed direct group relationships and cross relationships, further complicating the process of organizational control.
