Article Abstract:
William G. Scott presents inaccurate assumptions about Chester I. Barnard in his book, 'Chester I. Barnard and the Guardians of the Managerial State.' Moreover, Scott does not substantially support his assumptions and makes unnecessary, negative comments about Barnard. Contrary to what Scott believes, Barnard's book, 'The Functions,' does not intend to be prescriptive. The book merely describes the differences between lateral and scalar organizations and does not make any value judgment about these two types of organization.

Business priorities and the relative importance of state and local economic-development incentives
Article Abstract:
The differences in value assigned to state and local economic-development incentives by different types of businesses are examined. Business firms have unique incentive priorities, thus offering incentives without regard for these variations in business priorities can result in windfalls for the private sector and waste of public funds. Among 18 incentives commonly used for business retention and development, greater access to capital is viewed as the most promising across all business types.

State lotteries: explaining their popularity
Article Abstract:
An analysis of the popularity of state lotteries is presented. The analysis focuses on the revenue-generating power of state lotteries and considers the example of Texas.Although revenue experts are against them, state lotteries are a vital source of revenue in 34 states and in the District of Columbia. Lotteries exhibit political expediency and generate substantial yields such that they supercede negative aspects of public administration.
