Russia's political structure of the late 1990s is failing to cope with social and economic difficulties. The fluctuation of power between regional and capital entities creates uncertainty, which is heightened by a growing perception of fragmentation between the country's various ethnic groups. Increasing unrest threatens Russian citizens with the possibility of emergency rule.

Strategic failure in Afghanistan and Iraq would increase instability and promote the export and spillover into more regions of weaknesses and violence than collapsed or failed states would generate. The transatlantic debates and divisions would be amplified with more bad blood created.
