Towards UNCLOS IV?
Article Abstract:
Part XI of the United Nations Convention on the Law of the Sea (UNCLOS) governs seabed mining and has reached a stalemate because of the refusal of the US to participate. The interested parties include the US, the Russian Federation, the Group of 77 developing countries and land-based mineral producers. US lack of participation seems to hedge on an inflexible position over privileges accorded to US interests as the country most able to gain access to the sea-bed. Any changes to the existing convention should be arrived through open, democratic negotiation, possibly by convening a fourth UNCLOS session.
