Article Abstract:
Prospects for the Senate's ratification of the Comprehensive Test Ban Treaty (CTBT) in 1998 are dim despite the Clinton administration's efforts and nuclear tests conducted by India and Pakistan. However, critics such as Senator Trent Lott says that the actions of India and Pakistan have undermined the relevance of the treaty.

Senate rejects Comprehensive Test Ban Treaty; Clinton vows to continue moratorium
Article Abstract:
The Senate's rejection of the Comprehensive Test Ban Treaty (CTBT) in October is a major setback to the nuclear non-proliferation regime. However President Bill Clinton is committed to fighting for the CTBT and has pledged that the US will continue its moratorium on nuclear testing. It is likely that the CTBT will become an issue in the 2000 elections.
