NMD bill stalled in Senate; new bill introduced in house

Republican senators failed again to enforce a floor vote on the 'American Missile Protection Act of 1998.' The bill, which would deploy a National Missile Defense (NMD) system against an intentional, accidental or unauthorized missile attack against the US, failed to muster the required 60 votes. The Clinton administration has pledged that it will authorize the development of an NMD system. The debates in the Senate regarding a missile defense system was in reaction to perceived ballistic missile threats from countries such as North Korea, Iran and Iraq.

U.S., Russia agree on framework for ABM-TMD 'demarcation' talks
Article Abstract:
The US and Russia have agreed on a framework for negotiating a dividing line between theater missile defense (TMD) systems and strategic missile defense systems, which the 1972 Anti-Ballistic Missile Treaty strictly limits. The framework provides that the testing of TMD systems would be limited to target missiles having a 3,500-kilometer maximum range and a 5-kilometer-per-second maximum flight velocity.
