Institutional development in the USSR
Article Abstract:
Economic policies of the USSR are best understood when taken in the context of Soviet institutions and ideology. The Soviet economy revolves around the policies of an administrative market wherein production tasks and supplies were distributed to producers on the basis of political status and hierarchy of power. Economic relations gradually shifted to a barter economy largely because of the lack of money as a tool for exchange. Traditional economic relations deteriorated further with the introduction of spontaneous privatization favoring the nomenklatura.

Glasnost and the knowledge problem: rethinking economic democracy
Article Abstract:
Glasnost refers to the democratization policies of the USSR in its bid to create an economic democracy. The glasnost policy has promoted public discourse as a social learning process, stressing the belief that governments must be accountable to the public. Democracy includes the right to electoral participation as well as to freedom of speech and of the press. In short, democracy becomes integral to all aspects of society and the lives of individuals. Freedom has to be complete to permit the social learning process to work effectively.
