The role of small arms in international warfare is examined, focusing on topics to be discussed at the UN conference on international trade of small arms and light weapons. Topics include the need to limit small arms, state support of legal trade of arms, state denunciation of illegal trade, popularity of small arms in most world conflicts, the role small arms play in damaging any peace processes, and relationship between banning land mines and controlling small arms.

Issues concerning the manner in which small arms and light weapons can be eliminated from former conflict zones are examined, focusing on initiating civic programs that allow gun owners to trade their arms for opportunities at local development. Topics include estimates of the millions of small arms available in such places as Cambodia and the durability of such weapons as Kalashnikov rifles, 70 million of which have been manufactured since World War II.
