Making states
Article Abstract:
Poverty and insecurity can be dealt with in a sustainable manner only where there are stable and effective states whereas in fragile or failing states, destitution and marginalization prevent citizens from taking part in economic and political life and large swathes of territory can fall under the control of militias. Ten key functions that a modern states must perform, in marked to a focus on the security dimension in the nineteenth century are presented.
