Microeconometric analysis for determination of injury: recent beef trade disputes adjudicated by the Canadian International Trade Tribunal
Article Abstract:
Canada's application of microeconometric analyses to determine injuries resulting from unfair beef trade practices, including dumping and over-subsidization, appears to be a reliable and fair means of determining injury, as stipulated in GATT and other trade treaties. The Canadian International Trade Tribunal accepted as evidence a model for determining injury that took into account vertically-linked relationships between price, demand, supplies and other variables in a manner that could account for elastic factors such as time in setting parameters. The model and its application are discussed in detail.

A shot across the bow: South Korea's first test of its antidumping law
Article Abstract:
The first instance of South Korea enforcing its antidumping law occurred between May 1990 and Sep 1991. The complainant, Korean Engineering Plastics (KEP), accused importers Dupont, Hoechst-Celanese Co and Asahi Chemical Co of dumping polyacetal resin despite KEP's increase in production and profitability as well as a drop in market share of over 76% for the importers. The issues in this case are over procedures of determining material damage to a domestic industry and means for calculating dumping margins. Discussions at the Uruguay Round of GATT negotiations may improve this process.

The Mexican antidumping regime; regulatory framework, policies and practice
Article Abstract:
Antidumping regulation is less than a decade old in Mexico. It probably was instituted as a bargaining chip in trade liberalization efforts and in response to the large number of US antidumping cases filed against Mexico. The drafters of the Mexican policy had the most experience with US rules, so the Mexican system to a large extent mirrors that of the US. The Mexican regime's youth means that at this point the system is couched more in administrative policies than in laws. The authority administering the system is the Department of Trade and Industrial Development.
