Article Abstract:
The 1991-92 Nunn-Lugar plan (US Senators Sam Nunn and Richard Lugar) used US Department of Defense appropriations to help former Soviet republics to secure the legacy nuclear system after the fall of the Kremlin. Further progress in the 1990s is also described.

President Clinton made the right decision when he stopped development of national missile defense (NMD). It needlessly complicates US-Russia relations, and its huge expense is unpredictable and militarily unjustifiable.
