Multilateral rules on competition policy - a possible way forward
Article Abstract:
The question of whether problems inherent in the current GATT/WTO legal structure should result in a new mechanism that would integrate competition policy rules into the multilateral trade system is analyzed. Issues such as proposals for international competition policy rule-making, tensions arising from competition policy and the adequacy of existing WTO rules are considered. It is suggested that there should be negotiations which would establish multilateral rules which would solely address the national enforcement of competition policies.

Dispute resolution mechanism: will the United States play by the rules?
Article Abstract:
The US has adopted an approach to GATT enforcement that allows the executive branch to comply with international trade law, including the World Trade Organization's (WTO) Dispute Resolution Understanding. Even if the US chooses to act unilaterally in a dispute, the other country involved will have recourse to the WTO. More problematic are instances where the US Congress is forced to choose between its own laws and those of the the WTO. The history of compliance with GATT by the US and the EC are discussed.

WTO dispute settlement and the Dole Commission
Article Abstract:
The Dole Commission would improve the dispute settlement abilities of the World Trade Organization. The Commission has been proposed by Sen Bob Dole, and named the WTO Dispute Settlement Review Commission. It would review any such reports which might have a negative effect on America, and evaluate the authority and propriety of the reports. Through the use of impartial judges, it would give an apolitical evaluation of WTO reports and foster American acceptance of the WTO.
