Nuclear stability and arms sales to India: implications for U.S. policy
Article Abstract:
The US is offering the transfer of military technology to India in an attempt to nurture renewed bilateral negotiations between India and Pakistan. Military technology transfer is a useful prize because the US provides it in a quantity and quality unrivaled by most of its competitors. However, the US must consider the guidelines under which such transfers are governed for there is reason to believe that nuclear deterrence in South Asia is far from stable and completed US arms transfers have already exacerbated the problem further.

US waives many test-related sanctions on India, Pakistan
Article Abstract:
The Clinton administration has announced a plan to waive several sanctions that has been imposed on Pakistan and India after they carried out nuclear tests in May 1998. The waiver became effective on Dec 1 1998 and includes the resumption of trade support from US government bodies. Both countries are prepared to commit themselves to the Comprehensive Test Ban Treaty, but neither is prepared to take up the issue of a moratorium on the production of fissile material or the development of ballistic missiles.
