Local government structure and performance: lessons from America?
Article Abstract:
Analyses of the impact of local government structures in the US on their performance was used to provide empirical evidence to similar political reforms in the UK. The effect of fragmentation and concentration on the structure of local governments was examined while classifying 14 structural hypothesis into technical, competitive and political effects. Fragmentation was closely associated with lower public spending while concentration was linked with higher public spending. The study conludes that a single-level form of government may not mean a more efficient structure.

Prime ministers in Australia, Canada and the United Kingdom use government ministries as tools with which to address the questions of politics and policy that constitute the machinery of government. While prime ministers may use the allocation of ministerial positions to reward supporters, they also use their power to create new agencies or re-configure old ones as a means to formulate and implement policies designed to help achieve their political agendas and goals. The shape a cabinet largely reflects the prime minister's management style.

A poisoned chalice? The reconstituted Local Government Commission
Article Abstract:
UK's Local Government Commission conducted its second local government review through the guidance of the Local Government Act of 1992 and the secretary of state's 'Policy and Procedure Guidance.' Questions on whether or not to adopt a unitary status or a status quo for local government units are answered by using geographic, socio-economic, cultural and functional considerations. The reconstituted Commission performed outstandingly compared with its predecessor.
