Article Abstract:
The actions of Venezuela's newly elected president Hugo Chavez are discussed, focusing on his replacement of the Venezuelan Congress with a National Assembly. Though the popular majority still support him, President Chavez has been criticized nationally and internationally as moving outside the Venezuela's constitutional framework established in 1961.

Hugo Chavez, President of Venezuela, his party and its allies control all the seats in the National Assembly, following last minute opposition boycott of the December 2005 poll. Further, the prospect of an oil-rich Venezuela still dominated by Chavez in 2018 is beginning to worry officials in the US President George W. Bush's administration.

The Venezuelan presidential elections in December 2006 will offer an excellent opportunity to take the political status of Latin America. The debt crisis of 1982 faced by Colombia, Costa Rica and Uruguay is analyzed to understand the existing strong position of left and central-left parties, which were unable to reach the power before.
