Performance measurement in the public sector: challenges and opportunities
Article Abstract:
Total quality management (TQM) was developed for the private sector, but has also been proven useful in the public sector. Although performance measurement methods are needed to evaluate TQM programs, very few studies have been done to improve them. To remedy this deficiency, a performance measurement method called the Total Organizational Performance System (TOPS) was developed. The TOPS is consistent with TQM principles and emphasizes measures of effectiveness rather than efficiency. It can be adjusted to the unique needs of public agencies and has a simple procedure to compare measures across various TQM programs and public agency units.

Comparative performance measurement: a primer on data envelopment analysis
Article Abstract:
Measuring program performance has become a major concern for government across all levels of organization. Performance data can help 'best practice' standards which can guide attempts to maximize a federal agency's efficiency, quality and effectivity. Resource allocation decisions involving the budget, public contracts and grant programs can be made more intelligently and effectively by comparing performance data results. Data envelopment analysis is one particular method that is useful as a performance measurement system for government decision-making.

Managing emerging information systems in the public sector
Article Abstract:
A survey of information systems (IS) managers of state agencies showed that generic IS strategic planning and management used by the private sector can also be employed by public agencies. Results indicate that the state agencies which adopted document imaging systems, a significant emerging IS of the 1990s, are more focused on the strategic functions of IS. The study also showed that these agencies tend to measure their performance based on the comprehensiveness of their formal IS strategic-planning process.
